Vice President Andrew Johnson was not prepared to take on the massive process that was Reconstruction.
- Johnson only selected as VP by Lincoln to keep balance between North and South and win support of pro-war Democrats.

- Not nominated for Presidency by the people, therefore less influence.
- A Democrat with a Republican Congress.
- From South, thus had Southern bias
     - Could not complete Reconstruction fairly
- Former slave owner               
     - Little sympathy for blacks
- Believed blacks should remain inferior     
     - No equality for blacks
